China's former foreign minister and current vice premier, Qian Qichen has served as the Chinese ambassador to Russian and Guinea, and became minister of foreign affairs in 1988. He was named vice-premier of China's top governing body, the State Council, in March of this year.
He currently heads the committee preparing for the handover of Macao. Macau, a 6.6-square mile Portuguese colony in the south of China, will be returned to Chinese rule on Dec. 20, 1999.
